Since april 2014, IAAA staff is attached to AENOR standardization work related to Smart Cities as members of the Technical Committee AEN/CTN178 – CIUDADES INTELIGENTES. AENOR has published recently a white paper describing its activities. Although we are newcomers in this TC, we are heavily involved in its most recent standard proposal: PNE 178301 Ciudades Inteligentes. Datos Abiertos (Open Data).
Open Government Data is essential on the path towards Smart Cities. When a city opens its data silos, it enables the establishment of mechanisms for transparency, as well as opportunities for participation and collaboration of citizens, favouring a more efficient democratic system. Furthermore, the reuse of the information produced by public authorities is a power supply of new digital products and services, invigorates the economy and business, and ultimately generates value for citizens.
In Spain, Law 37/2007, of 16 November, on the Reuse of Public Sector Information, Law 19/2013 of 9 December, Transparency, Access to Public Information and Good Governance, as well as regional and local legislative frameworks are based on the basic right of free access to public sector information. This legal framework is now boosting the development of Open Data initiatives at different levels. The goal of PNE 178301 is assessing the maturity of Open Data initiatives at the local level (but it also can be applied to upper levels). The assessment is comprehensive and includes dimensions such as strategy, sustainability, quality, efficiency and effectiveness.
